Biography
Helmut Mannhardt is a senior finance executive with deep expertise across all major treasury functions, including liquidity and funding management, interest rate risk management, balance sheet management, funds transfer pricing, and capital management. He combines vertical depth in Treasury with a broad, cross-functional understanding of Risk, Business and Finance. Helmut has a proven track record of driving strategic transformation, strengthening balance sheet resilience, and delivering regulatory excellence across leading global financial institutions—most recently at Citibank and Barclays. He has held senior leadership roles in both first and second lines of defense, he currently works as an independent consultant. At Citibank, as Head of Liquidity Strategy & Transformation, Helmut led a global team driving enterprise-wide transformation efforts under the Consent Order Remediation program. He spearheaded initiatives to strengthen internal controls, governance frameworks, and risk methodologies across Treasury (liquidity, IRRBB, capital), Risk, Finance, the Chief Data Office, and the business. His role involved critical communications with key regulatory bodies, including the Federal Reserve Board (FRB) and the Office of the Comptroller of the Currency (OCC). Previously at Barclays, Helmut held multiple global leadership positions in both Risk and Treasury across London and New York. As Global Head of Funding and Liquidity Risk, he established the second-line risk function with teams in London, New York, and Singapore. He was responsible for developing policies and standards, setting the risk appetite framework, and presenting the internal risk adequacy assessment to the Board. Helmut led independent oversight of Treasury’s first-line activities and conducted market risk assessments, identifying emerging risks and opportunities. He also managed regulatory engagement with the PRA, FRB, OCC, and ECB, and built an advanced stress-testing engine to meet evolving transparency and model risk expectations. Additionally, Helmut led Barclays' intra-day liquidity transformation initiative, leveraging realtime analytics, and guided the firm safely through the market turmoil triggered by the unexpected result of the Brexit referendum in 2016. Earlier in his career, Helmut gained hands-on market experience by trading interest rate risk across the yield curve. He spent a decade in Capital Markets, where he was responsible for issuing senior unsecured bonds, structured notes, lower Tier II instruments, and Trust Preferred Securities (Tier I).
